Its not at all the same its not even remotely the same, even if a military base is in a built up area (there is two in tel aviv one is in a built up area one is not) it could easily be taken out without destroying surrounding budldings.
But its completely impossible to take out military infrastructure that is under combined with or under civilian buildings literally hundreds opf kilometres of tunnels, that the whole strategy of Hamas we all know that, even now they have been firing rockets from the designate safe zones, knowing IDF have two choices, take out locations rockets have been fired from and risk killing civilians or let them shoot more rockets.
