To be fair, the US gov't did pour a shedload of money into vaccine R&D (via grants to moderna, J&J, etc). The irony of course being that the pfizer/biontech team didn't receive a red cent of that money (for R&D. They are/will be getting funds for supply & distribution).
While there's a tonne of money to be made in getting a vaccine to market, there's an equal measure of risk - hence the normally slow process in developing and testing it (basically, they'd make one small step, test, wait for results, analyse, make the next small step and so on). The grants to moderna etc in some sense underwrote that risk - the recipients were getting money whether they were successful or not, so they could afford to do multiple steps of the usual process at once without being worried about putting too much money in & not recouping.
If memory serves, pfizer received a good chunk of funding from the German gov't for its own R&D.

so while not set by the constitution, the date that Congress chooses for the votes to be cast & to be read out is rubber stamped, as it were, by the constitution.
And then in the 12th amendment:
"...The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;--The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed..." (then goes on with alternatives if there is no majority).
Note the words "shall be". No wriggle room in that phrasing. So once the votes are read, the die is cast. Now that hasn't happened yet, but each state has (pre-)announced their counts, as is the convention, meaning the final count is basically a formality.

I read the articles. Used to be a Business Analyst, my job was to read what the numbers were saying and sometimes to convey or highlight a preferred message from the numbers. I never lied or made shit up, if the numbers couldn’t support a policy then I’d just tell them to leave them out.
In an election where the turnout was the highest in percentage terms since forever, and the highest in raw figures by a huge margin, there is absolutely nothing in those numbers that is even remotely significant. The huge turnout means that lots of statistically anomalous figures are going to come out. It seems like a lot but I’m sure you could find 50 more if you were of a mind, and had experience as an analyst. They aren’t significant, and the fact that there are so many ‘anomalies’ is not actually an anomaly. Something like 20 million voters who never bother came out and voted.
