Tokyo is not really my area, I'm up in the country Northern Kanto but you could talk to the guys in Murusaki Sports and they could point you in the right direction.
The closest waves will be in Chiba also Shonan in Kanagawa but will be iffy as swell this time of the year is prodominately out of the north. I'd head to Chiba.
You'll need a minimum 4/3 and booties around Kanagawa and once you round the corner north through Chiba, 5/4, 5 mm boots, 5 mm gloves and hood.
There should be somebody in the Shibuya shop (see link below) that speaks English but don't count on it when you get to the coast. Click on 'Kanto' area for directions to the Shibuya shop. That will be the easiest to get to in Tokyo as Shibuya is on the Yamanote line which is the main train line through Tokyo.

Also, I'm a little reluctant to recommend this guy because he's really pushing SUP surfing in Japan but you could try Dane from surfinginjapan. He's got a place on the beach out at Chiba on AirB&B. He's a nice enough bloke but I haven't talked to him in a few years.
My co-worker heads out to Chiba to surf every weekend. Small, crowded and cold, or swell, windy, crowded cold are the two common reports I have been hearing the last few months.
Certainly not a surf destination but.... every dog has its day they say.
If it is concrete you want to carve, Tokyo is a mecca.
