You might be right, however a few things:
A year ago Jared Kushner, Trump's son in law and a member of his previous party, said Gaza’s "waterfront property could be very valuable" and spoke about bulldozing an area in the Negev Desert to house Gazans while they, the US, rebuilt it.
A month ago, Trump made a very similar statement, "It's a phenomenal location, on the sea. The best weather, you know, everything is good. It's like, some beautiful things could be done with it, but it's very interesting. But some fantastic things could be done with Gaza."
So maybe it's designed to get others to act, or maybe it's been pre-determined?
